For a passport-style exam photo, the tool searches JPEG quality levels until it finds the highest one that still lands under 20KB, rather than picking a fixed low quality and hoping. That's why two different photos of the same person can come out at slightly different quality levels but both land safely under the limit.
Use a plain, evenly lit background — busy or textured backgrounds contain detail that eats into your 20KB budget before your face does. A tightly framed passport-style headshot (as most exam portals require) compresses more predictably than a full-body or wide shot at this size.
20KB is common for the photo, but most of these portals also cap the signature separately, usually at 10KB. Compressing your photo to 20KB doesn't automatically make your signature compliant — run it through the 10KB tool separately before submitting your form.
